WEST CHESTER — If nothing else when it comes to the particulars of her department, Chester County Sheriff Carolyn “Bunny” Welsh is a realist.

Welsh allows that she knows many of the deputies who serve in and out of the county Justice Center — transporting prisoners, serving warrants and court documents, and protecting those who visit the courthouse — may at anytime leave her employment for different pastures, as municipal police officers across the county, for example. If you catch her in a good mood, she’ll joke about being the county police departments’ AAA-farm club manager. So it was heartening, Welsh said recently, to be able to reward one of her deputies, who had made the department his career, with a promotion.
